Job Description

In December 2020, Search signed an agreement with the Swedish International Development Agency (SIDA) for a three-year project aimed at strengthening the capacity of civil society organizations (CSOs) to promote democracy and to improve inclusive governance, gender equality, and women and youth’s political participation in the Democratic Republic of the Congo.
The project aims to achieve the following results: (1) strengthened civic and political participation of CSOs is leading to increased accountability and responsiveness to conflict affected communities in eastern DRC, especially the most marginalized such as women and youth; (2) democracy for all is promoted through effective governance systems which allow conflict-affected communities to defend and enforce their rights, supported by responsive and accountable duty-bearers and power-holders; and (3) peacebuilding and stabilization efforts allow conflict-affected communities to collectively negotiate and influence decision making, redress grievances, and resolve disputes through fair and inclusive local mechanisms, within a context of open civic space and respect for human rights.
Search implements this project in collaboration with 4 Congolese civil society organizations, active in the target provinces of North Kivu, South Kivu, and Tanganyika.
To best respond to the need for institutional capacity strengthening of the selected civil society partners, Search is seeking to engage an external specialist to conduct an organizational diagnosis of their programmatic, administrative, financial, human resources, logistics policies, practices and structural capacities. The findings of the diagnosis will be the basis of proposed capacity building plan to address possible identified weaknesses, and tailored training and technical support.
The Partner's Capacity Building will take place between March and June 2021.
Proposals are expected to be binding for a period of one hundred and twenty (120) days from the published response date.
We are looking for a proposal that covers: Institutional Diagnostic of 4 Civil Society Organizations in Eastern DR Congo Methodology to assess their organizational capacity, including but not limited to: financial and budgeting systems, internal control systems, accounting systems, banking and cash management, personnel, code of conduct and complaint mechanisms, procurement, asset management, grants management, knowledge of the donor’s rules and regulations, audits, security, logistics. Methodology to assess risk level of engaging with each partner.
Capacity-building of the Project’s Sub-Award Officers and of the 4 Civil Society Organizations in Eastern DR Congo: Human resources available to conduct capacity-building in areas such as: Finance and Administration Human Resources Management Security and Logistics Proposed approach for developing a tailored capacity building plan for Search’s Sub-Award Officers and for each partner organization, in collaboration with the Sub-Award Officers. Proposed methodology and timeframe for conducting the proposed capacity building.
At least 2 references to similar past assignments, preferably similar in size and/or type of organization, in Eastern DR Congo. Demonstrated written and spoken knowledge of French and English required. Swahili is a plus.
