Summary

VillageReach DRC is seeking to employ an NGCA Manager to provide a strategic guidance and vision for the implementation of the NGCA+ in DRC. The NGCA Manager reports to the DRC Deputy Country Director. The NGCA Manager is responsible for the overall programmatic aspects of the implementation of the NGCA + in DRC. This entails supervision of NGCA specialists and NGCA Technical Assistants, support to overall strategic program development and coordination in different provinces of implementation. The successful candidate will be a person motivated by the VillageReach mission, a highly dynamic and innovative person, with significant understanding of the donors and other key stakeholders’ landscape in the area of health systems strengthening; supply chain, epidemiological surveillance; immunization in DRC.

Description

Essential Duties and Responsibilities include the following. Other duties, responsibilities, and activities may change or be assigned at any time.

  • Provide the overall strategic guidance and vision of the NGCA+ and ensure its implementation is aligned with the government’s priorities. .
  • Support the development of operational and strategic action plans for the implementation of the NGCA+ at the country level in connection with the strategic objectives of VillageReach at the global level.
  • Ensure high quality implementation of the NGCA+, particularly in provinces implementing the Equity Accelerator Fund activities to identify and recover zero dose children.
  • Ensure the contribution of NGCA+ in the identification and recovery of zero dose children.
  • Ensure the development and monitoring of the accountability framework of the NGCA+
  • Ensure the follow-up of the realization of the system design workshops of the NGCA+ at the provincial level as well as the various capacity strengthening interventions.
  • With the Mamp;E team, contribute to the periodic evaluation of process and outcomes indicators of the NGCA+, and progress made at the country level alongside other stakeholders.
  • Monitor NGCA+ implementation and propose strategic orientations based on evidence.
  • Build capacity of VillageReach staff involved in the implementation of NGCA+ including NGCA Specialist and NGCA Technical Assistants.
  • Monitor the quality of their results, including reviewing their deliverables, work plans, dashboards and reports produced by NGCA Specialist and NGCA Technical Assistants.
  • Develop relationships with key supply chain stakeholders, including government public health programs such as PEV, PNAM, PNSR, DPS and establish yourself as a trusted expert on supply chain issues.
  • Attend partner coordination meetings, technical working groups, committees, government forums and conferences as appropriate.
  • Present the solution at national or international forums relating to the supply chain of health products if necessary.
  • Research publish tenders and support with proposal writing for ongoing and future opportunities for expansion of NGCA+ in DRC.
  • Support resource mobilization.
  • Perform other tasks as needed.
